Description

The Department of Children, Equality, Disability, Integration and Youth (DCEDIY) deals with policy and service developments relating to a number of very important groups in society.  It also works on issues relating to some of our most vulnerable groups including children at risk, children in care of the State, and other vulnerable, minority and disadvantaged groups.    Following the transfer of policy, functions and funding, DCEDIY will have responsibility for community-based disability services under its Disability Division and will lead on national and cross Governmental disability policy areas.    The Assistant Secretary will lead a new Disability Division to deliver a more integrated and person-centred policy approach to serving people with disabilities. Responsibilities will include;  • Integrating the former Department of Justice and Equality disability role with the health and social care role performed by the Department of Health and developing a single culture of integrated, person-centred policy and service delivery. • Management of a significant budget of in excess of €2.2billion, including both capital and current spending. • Developing a vision for the delivery of services to children and adults with disabilities in Ireland based on the rights of individuals. The ideal candidate will have: • strong organisational skills and results focus, with a proven track record of achievement at senior management level in a complex and challenging environment; • a proven ability to think strategically in the analysis, development and implementation of policy actions in a complex area where Government policy envisages substantial further service improvement and change; • A successful track record of leading major organisational change including driving quality, efficiency, delivery of financial savings and best value; • Excellent negotiating, influencing, interpersonal and diplomacy skills in an environment of multiple stakeholders and ability to recognise and manage different stakeholders’ perspectives to achieve mutually acceptable outcomes.
