Director of Securities and Markets Supervision- Central Bank of Ireland  The Central Bank of Ireland serves the public interest by safeguarding monetary and financial stability and by working to ensure that the financial system operates in the best interests of consumers and the wider economy. Reporting directly to the Director General, Financial Conduct , the Central Bank has an exceptional opportunity to join our senior leadership team and make a sizeable contribution to the delivery of our mission. The Director of Securities and Markets Supervision will lead a directorate of four direct reports and in excess of 140 people with responsibility for leading the securities and markets supervision directorate to ensure Irish primary and secondary securities markets are appropriately supervised in accordance with the statutory mandates under the directorate’s remit and the strategy of the Bank.  This is a significant leadership role that requires the role holder to drive the Central Bank's strategic approach in this area and represent the Central Bank nationally and internationally, whilst building strong relationships with multiple stakeholders, both internally and externally, to ensure support for delivery of the Directorate’s strategy. The role-holder will also be a member of the Central Bank's Senior Leadership Team that has responsibility for the development and execution of the strategy of the Bank, acting as a role model for our organisations’ values. The role holder will contribute to the delivery of the Central Bank’s mission, through  Leading the development and implementation of the vision and strategy for the supervision of securities markets. In accordance with the related statutory mandates of the Bank from time to time assigned to the directorate. This includes the supervision of trading venues and conduct on wholesale securities markets (including market abuse and participants’ market facing responsibilities), the authorisation and supervision of funds and fund service providers and the approval of prospectuses under the Prospectus Regulation. Overseeing  significant securities markets mandatory and market-facing tasks, including gatekeeper processes in funds, prospectus approval, issuer market obligations and secondary trading activity, to ensure rigorous standards are applied and operational efficiency is continuously pursued.  Overseeing  the implementation of the supervision of new domestic and European legislation relating to securities markets activity so Irish primary and secondary securities markets are effectively regulated. Leading and coaching direct reports to ensure a high performing, well-motivated and developed team, which delivers the required outcomes. Promote a culture of continuous improvement; seek to identify and act on opportunities to increase the effectiveness and efficiency of the Directorate and the overall Bank. Managing  a complex set of public and private sector stakeholder relationships to ensure expectations and relationships are appropriately managed and maintained, and effectively communicate the Central Bank's position in a wide range of fora to ensure the Central Bank has appropriate influence. This includes playing a leadership role in the advancement of convergence in securities markets supervision at EU level, in particular working with and through ESMA.  Tracking  ongoing national and international policy, political and economic developments which may impact on the Bank’s mandates with respect to securities markets so as to anticipate emerging risks, challenges and opportunities. Advising  the Central Bank Commission, Governor, Deputy Governor and other colleagues on matters related to the supervision of securities markets so they are suitably appraised. The role requires significant experience at senior management level of leading large and multidisciplinary  high performing teams within a central bank or large/complex public or private sector organisation coupled with an extensive understanding  of international primary and secondary securities markets , the interaction between various market participants and the interests of investors, issuers and other users of securities markets. You will ideally have a deep understanding and breadth of experience in a number of the core areas of the role and Masters level in a finance and/or legal discipline associated with securities markets.
