The Houses of the Oireachtas Service is the independent civil service agency which supports the running of both Houses of the Oireachtas (Dáil and Seanad Éireann) and provides administrative services on behalf of the Houses of the Oireachtas Commission as the governing authority. The mission of the Houses of the Oireachtas is to provide high quality parliamentary services to the Houses of the Oireachtas, their Committees, the Members and to the Commission. The values of the Service are built around leadership, integrity and impartiality, excellence, accountability and accessibility. The establishment of the Parliamentary Legal Service is a key strategic priority for the Oireachtas in the context of the Parliamentary Reform Agenda. The Director will lead the change programme currently underway and further develop and integrate all legal services within the Houses of the Oireachtas, including the Offi ce of the Parliamentary Legal Advisor, the Private Members Bills Drafting Unit and the Private Members Policy Advisory Unit. S/he will lead all legal services in the Oireachtas and will be the Chief Legal Adviser to the Ceann Comhairle, the Cathaoirleach, the Commission and Senior Management. The successful candidate will have: • Been called to the Bar and be enrolled as a Barrister in the State or have been admitted and be enrolled as Solicitor in the State; • Practised as a solicitor or a barrister for not less than 8 years, • Extensive knowledge of constitutional and statutory law relating to the operation of Parliament; • A proven track record of significant achievement as a strategic leader at a senior level that demonstrates leadership, management and interpersonal skills required for this role; • The ability to set the strategic direction and vision for the development of Parliamentary Legal Services; • Excellent negotiation, relationship and influencing skills in an environment of multiple stakeholders.
